The blonde girl was Katie Cassidy. I couldn't figure out where I'd seen her until I saw her name in the credits - RUBY!

It's a thriller - a police procedural/psychological thriller. The story of one serial killer/rapist being hunted interspersed with the detective's past, where he was captured and tortured by a different serial killer.
